Windows 7 does not allow you to save Rating, Description or Notes for Internet Favorites or Shortcuts

If you attempt to assign a Rating, Description or Notes to an Internet Shortcut or Internet Explorer Favorites item, you will get an Error Dialog with the Title: "Apply Property Error". The text in the dialog will include "An error occurred when writing the property 'Rating' to the file". The text 'Rating' could be 'Description' if you attempted to modify the 'Description' property or 'Notes' if you attempted to modify the 'Notes' property.
