"The parameter is incorrect" error message when you try to use GPMC to back up a GPO in Windows 7 or in Windows Server 2008 R2

Symptoms

Consider the following scenario:
  • You have a computer that is running Windows 7 or Windows Server 2008 R2.
  • You use Group Policy Management Console (GPMC) to connect to a domain controller.
  • You set "NT Service\TrustedInstaller" as the owner of a file, a registry item, or a service in a Group Policy object (GPO).
  • You try to use GPMC to back up the GPO.
In this scenario, the backup operation fails. Additionally, you receive an error message that resembles the following:
Status:
GPO: <GPO name> failed

The overall error was: The parameter is incorrect.
Addtional details follow.

[Error] The task cannot be completed. There was an error with extension [Security]. The setting [File Security] from file [\\domain.com\sysvol\domain.com\policies\{GPO_GUID}\Machine\microsoft\windows nt\SecEdit\GptTmpl.inf] cannot be accessed.

Cause

This issue occurs because GPMC assumes that all security IDs (SIDs) are followed by a closing parenthesis ")". However, this assumption is not always true. When a SID is not followed by a closing parenthesis ")", GPMC incorrectly handles the SID. This behavior causes the issue that is mentioned in the "Symptoms" section.

Resolution

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.
