XWEB: HTTP 403 Error Message When Posting to a Public Folder When Default Permissions Set to None

Symptoms

When you use Microsoft Internet Explorer 4.x or Microsoft Internet Explorer 5 and later to gain access to Microsoft Outlook Web Access and attempt to post to a public folder that was created by another user, if the default permissions have been set to None, when you click the New Post button, a new browser window opens that contains the following error message:
HTTP 403 (Forbidden)

You are not authorized to view this page

Cause

This problem can occur because you do not have the appropriate permissions to post a message to this folder.

Workaround

To work around this problem, have an administrator or the owner of the folder change the permissions on that folder to allow you to post new messages.

Status

Microsoft has confirmed that this is a problem in Microsoft Exchange 2000 Server.
