Symptoms

Assume that you configure the legal notice (the logon banner) to be displayed at startup on a computer that is running Windows 7 or Windows Server 2008 R2. For example, assume that you configure the legal notice to be displayed by using the Interactive logon: Message text for users attempting to log on Group Policy setting. Also assume that the length of the legal notice exceeds the length of the legal notice window. In this situation, you cannot use the arrow keys on the keyboard to scroll through the text in the displayed legal notice.

Resolution

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing.
