Editing the properties for a network adapter may result in unedited adapters being paused/restarted on Windows Vista and Server 2008

Symptoms

Cause

When binding protocols to network miniport drivers, a check isn't made to determine if the protocol is already bound, resulting in a re-bind occurring. This causes the adapter to be paused and restarted.
