Display may flicker while scrolling quickly on a Windows 7 multiple touch-screen system


Symptoms

Consider the following scenario:
  1. On a computer that has two touch-screen displays, you open a long document (such as a web page in Internet Explorer), and size the window so that it spans across both displays.
  2. On the first monitor, you swipe your finger quickly to cause the web page to scroll with inertia.
  3. While the web page is still scrolling, you swipe your finger quickly in the opposite direction on the second monitor.
This results in the display flickering before it renders completely.

Cause

This behavior occurs due to a problem with the way Windows handles scrolling with inertia when there are multiple touch screen displays attached to a system.
