FIX: Internet Explorer Sends Two GET Requests for the Same Data When the MIME Handler Is an ActiveX Control

Symptoms

When an ActiveX control is registered as a Multipurpose Internet Mail Extensions (MIME) handler for a Content Type, Internet Explorer sends two GET requests for the same data.

Cause

When instantiating a full embedding window, URLMON and Microsoft's HTML parsing and rendering engine (MSHTML) do not properly communicate to retrieve the MIME type. To rediscover the Content Type, MSHTML generates a second GET request with the "contype" userAgent string. This is a byte-range request that MSHTML initiates as part of "data sniffing" to detect the MIME type.
