Email messages sent to a mail-enabled public folder may be queued in a delivery queue on the Hub Transport server in an Exchange Server 2010 environment

Symptoms

Consider the following scenario:
  • You have a mail-enabled public folder in a Microsoft Exchange Server 2010 environment.
  • More than one Mailbox servers host the public folder hierarchies and the public folder content replicas.
  • You send email messages to the public folder.
In this scenario, you may encounter the following issues:
  • When the first Mailbox server that hosts the public folder hierarchy is unavailable, the email messages are queued in the delivery queue on the Hub Transport server. However, other Mailbox servers are available.
  • When the first Mailbox server that hosts the public folder content replica is unavailable, the email messages are queued in the delivery queue on the Hub Transport server. However, other Mailbox servers are available.

Cause

This issue occurs because the Hub Transport server does not attempt to contact the other public folder servers if the first Mailbox server is unavailable.

Resolution

To resolve this issue, install the following update rollup:
2706690 Description of Update Rollup 4 for Exchange Server 2010 Service Pack 2
After you apply the fix, manually add the following information to EdgeTransport.exe.config file, and then restart the Exchange Transport service:
