Windows Server 2008 R2 installation may hang if more than 64 logical processors are active

Symptoms

When you try to install Windows Server 2008 R2 on a computer that has more than 64 logical processors, Windows Setup may stop responding in one of the following operations:
  • Initialization of Windows Setup
  • One of the two restarts that are required to complete Setup

Cause

This issue occurs because of an error in the Network Driver Interface Specification (NDIS) driver.

When a computer has more than 64 logical processors, the NDIS driver does not correctly handle some operations. Therefore, the computer encounters stop responding issues and other system failures.

Resolution

The following hotfix is available to resolve this issue. The following hotfix is not present in either the Windows Server 2008 R2 RTM or Windows Server 2008 R2 Service Pack 1 (SP1) installation media. To install Windows and the hotfix successfully, one of the following options must be followed because the issue occurs during setup.

Option 1

  1. Reduce the total number of active logical processors to 64 or less. To do this, follow the instructions from your hardware manufacturer to disable some logical processors on the computer.
  2. Install Windows.
  3. Install the following hotfix.
  4. Re-enable the logical processors that were disabled in step 1. To do this, follow the instructions from your hardware manufacturer.

Option 2

  • You can use the Windows Automated Installation Kit (WAIK) to integrate the following hotfix into the installation image that is used to deploy Windows on the computer.

  • To avoid many possible scenarios where installation may stop responding, integrate the following hotfix into the Windows image that is deployed and into the Windows PE environment that is used for deployment.

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing.
