You cannot establish an IPsec tunnel to a computer that is running Windows 7 or Windows Server 2008 R2 through a NAT device

Symptoms

A computer or a third-party network device cannot establish an IPsec tunnel through a network address translation (NAT) device to a computer that is running Windows 7 or Windows Server 2008 R2.

Note This issue does not occur if the same computer or the same third-party network device establishes an IPsec tunnel through a NAT device to a computer that is running Windows Server 2003.

The netsh tracing for this issue indicates that the computer that is running Windows 7 or Windows Server 2008 R2 receives the encoded packets. However, the computer does not respond to the packets.

Cause

When packets are sent to a client computer that is behind a NAT device, the computer that is running Windows 7 or Windows Server 2008 R2 does not select the correct security association (SA). Therefore, the IPsec tunnel cannot be established.

Resolution

Note This fix just restores the windows 2003 behavior for supporting 1 client over NAT-T IPSEC tunnel. Creating more than 1 IPSEC tunnel over NAT-T may lead to undesired behavior and is not a supported scenario.

Hotfix information


A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem.

To apply this hotfix, you must be running one of the following operating systems:
  • Windows 7
  • Windows 7 Service Pack 1 (SP1)
  • Windows Server 2008 R2
  • Windows Server 2008 R2 Service Pack 1 (SP1)
