InitializeSecurityContext function might not fall back to NTLM authentication in Windows 7 or in Windows Server 2008 R2 when Kerberos fails and has the STATUS_NO_LOGON_SERVERS status

Symptoms

Consider the following scenario:
  • You have a computer that is running Windows 7 or Windows Server 2008 R2.
  • An application or service calls the LogonUser function, passes credentials, and impersonates the user context.
  • The application or service calls the AcquireCredentialshandle function, passes a SEC_WINNT_AUTH_IDENTITY structure. The credential fields of the structure has a NULL value.
  • The application or service calls the InitializeSecurityContext function to create a security context with a peer by using the credential handle and by specifying the Negotiate security package.
  • Kerberos authentication fails in the InitializeSecurityContext function and has the STATUS_NO_LOGON_SERVERS status.
In this scenario, the InitializeSecurityContext function does not fall back to NTLM authentication and returns the STATUS_DOWNGRADE_DETECTED status.

Cause

This issue occurs because the AcquireCredentialsHandle function does not mark the credentials as being suitable for fallback operation if the credential fields of a SEC_WINNT_AUTH_IDENTITY structure has a NULL value. Kerberos fails and has the STATUS_NO_LOGON_SERVERS status. Therefore, the InitializeSecurityContext function does not allow a fallback operation to NTLM authentication.

Resolution

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem.

Prerequisites

To apply this hotfix, you must be running one of the following operating systems:
  • Windows 7
  • Windows 7 Service Pack 1 (SP1)
  • Windows Server 2008 R2
  • Windows Server 2008 R2 Service Pack 1 (SP1)
