The COM+ System Application starts when the FTP Publishing Service is stopped in FTP 7.5

Symptoms

When you disable the Distributed Transaction Coordinator service on your system, and then stop the FTP Publishing Service, error messages similar to the following may be displayed in the Application Event log:

Source:        Microsoft-Windows-MSDTC Client 2
Event ID:      4879
Level:         Warning
Description:
MSDTC encountered an error (HR=0x80000171) while attempting to establish a secure connection with system <servername>.

Source:        Microsoft-Windows-Complus
Event ID:      4691
Level:         Error
Description:
The run-time environment was unable to initialize for transactions required to support transactional components. Make sure that MS-DTC is running. (DtcGetTransactionManagerEx(): hr = 0x8004d01b)

Cause

When the FTP Publishing Service is stopped, FTP 7.5 will also try to stop the Microsoft FTP Publishing Service Extensibility Host. Because the process of stopping the Microsoft FTP Publishing Service Extensibility Host depends on the COM+ System Application, the COM+ System Application will be started when the FTP Publishing Service is stopped. When the COM+ System Application is started, it will then try to start the Distributed Transaction Coordinator service.

Resolution

Do not disable the Distributed Transaction Coordinator service on the FTP server. Note that it is safe to ignore the error messages listed above when the FTP Publishing Service is stopped.

More Information

Regardless of whether the FTP extensibility is installed, FTP 7.5 will try to stop the Microsoft FTP Publishing Service Extensibility Host while attempting to stop the FTP Publishing Service. The process of stopping the Microsoft FTP Publishing Service Extensibility Host depends on the COM+ System Application because the Microsoft FTP Publishing Service Extensibility Host is one of the COM+ applications.

Because the process of starting the COM+ System Application service depends on the Distributed Transaction Coordinator service, the Distributed Transaction Coordinator service will be started together when the COM+ System Application is started. As the StartupType of the Distributed Transaction Coordinator service is set to “Manual” by default, the Distributed Transaction Coordinator service will be started automatically and a message similar to the following will be displayed in the Application Event log:

Source:        Microsoft-Windows-MSDTC 2
Event ID:      4202
Level:         Information
Description:
MSDTC started with the following settings:

Security Configuration (OFF = 0 and ON = 1):
Allow Remote Administrator = 0,
Network Clients = 0,
Transaction Manager Communication:
Allow Inbound Transactions = 0,
Allow Outbound Transactions = 0,
Transaction Internet Protocol (TIP) = 0,
Enable XA Transactions = 0,
Enable SNA LU 6.2 Transactions = 1,
MSDTC Communications Security = Mutual Authentication Required,
Account = NT AUTHORITY\NetworkService,
Firewall Exclusion Detected = 0
Transaction Bridge Installed = 0
Filtering Duplicate Events = 1

If you disable the Distributed Transaction Coordinator service on your system, the warning and error messages listed above will be displayed when you stop the FTP Publishing Service.
