Comments of your meeting response message is missing when you decline a meeting request in an Exchange Server 2010 environment

Symptoms

Consider the following scenario:
  • You use Microsoft Outlook 2010 to connect to a Microsoft Exchange Server 2010 Service Pack 1 (SP1) server by using the SMTP protocol or the POP3 protocol.
  • You decline a meeting request, and then you click the Edit the response before sending option to type a comment.
  • The organizer of the meeting request opens your meeting response.
In the scenario, your comments of the response message are missing from the message body. The comments to a meeting rejection, which may be important to the meeting organizer, usually give a reason why the invitee cannot attend the meeting.  

Note Developers may also experience this issue if they use Outlook API functions to convert MAPI messages to MIME objects, and then submit these messages to Exchange Server 2010 SP1 servers.

Cause

This issue occurs because the COMMENT property in the meeting response to the meeting organizer is incorrectly ignored. Based on the Request for Comment (RFC) 2446, the COMMENT property should be handled in above scenario.
