SharePoint Workspace: Error stating that administrator has disabled opening form templates from the Internet when you try to sync.

Symptoms

You synchronize a SharePoint 2010 site to SharePoint Workspace. At the end of the initial sync, you receive the following error:

Form template:
The following form template cannot be opened because the system administrator has disabled opening form templates from the Internet:<path in Temporary Internet files folder>
Access is denied.

This error occurs even if the SharePoint site is on the Intranet or in the Trusted Sites security zone.

If you click OK, you can see lists and libraries in the workspace, however the content in the lists and libraries is unavailable.

Cause

This problem will occur if there is a Global Policy Object (GPO) restricting use of Internet solutions or fully trusted solutions, or if Internet solutions are blocked by local configuration. SharePoint Workspace uses InfoPath forms (included in that "solutions" category) from the SharePoint server to render list and library views. This creates the following constraints:

  • SharePoint Workspace must download forms from the server to the Temporary Internet Files folder.
  • These forms must be able to access the local files that store workspace data.

Windows security treats all forms in the Temporary Internet Files folder as being from the Internet zone.

Resolution

Ask your network administrator about the following GPOs:

  • Disable fully trusted solutions full access to computer
  • Disable opening of solutions from the Internet security zone

If either of these policies is set, SharePoint workspaces will not work.

Note that disabling these policies increases security risks. See the More Information section for a link to a TechNet resources for these GPO settings.

Note  This document was written for InfoPath 2007, but the information on these GPOs remains accurate for Office 2010.
