The "Get-FederationInformation" command cannot query federation information from an external Exchange organization in an Exchange Server 2010 environment

Symptoms

The Get-FederationInformation command cannot query federation information from an external Exchange organization in a Microsoft Exchange Server 2010 environment. This issue occurs when SSL offloading is enabled on the external Exchange organization. Therefore, you cannot establish an organization relationship with this external Exchange organization by using the results from the command. Additionally, you receive an error message that does not provide useful information on what should be done to resolve this issue.

For example, you run the following command:

Get-FederationInformation -DomainName example.com -Verbose

In this situation, you receive the following error message:

Type=Failure;Url=https://autodiscover.example.com/autodiscover/autodiscover.svc;Exception=Discovery for domain example.com
failed.;Details=(Type=Failure;Url=https://autodiscover.example.com/autodiscover/autodiscover.svc;Exception=The message with To
'https://autodiscover.example.com/autodiscover/autodiscover.svc' cannot be processed at the receiver, due to an AddressFilter
mismatch at the EndpointDispatcher. Check that the sender and receiver's EndpointAddresses agree.;);

Cause

This issue occurs because SSL offloading causes a mismatch between HTTP and HTTPS.
