INTRODUCTION

This article describes the Staff Accounting update to support new 2011 year legislative requirements for Russia in correct handling of overly withheld of personal income tax from employees and in calculation of employees' social allowances based on new calculation rules of average daily earnings. This update is available in Microsoft Dynamics AX 2009 Service Pack 1 (SP1) with the Eastern Europe GLS layer installed.

The Federal law No 229 from July 27, 2010 introduced and the RF Finance Ministry letter No 03-04-06/6-219 from September 17, 2010 clarified new personal income tax related legislative requirements that are effective from January 1, 2011. According to the requirement, the new functionality is developed to handle many withheld employees' personal income tax. The functionality recognizes such tax amount appearance's reason that includes employee's tax residence status change within one fiscal year. Additionally, the functionality can select the appropriate procedure, the appropriate source and the appropriate agent for tax refund execution.

The Federal law No 86 from May 19, 2010 introduced and the RF Finance Ministry letter No 03-04-06/0-143 from July 12, 2010 clarified new personal income tax related legislative requirements that are effective from July 1, 2010. According to the requirement, the new functionality is created to offer the possibility to calculate the personal income tax for high-paid non-residents of the Russian Federation based on specific tax rates for different income sources.

The Federal law No 343 from December 8, 2010 introduced adjustments of the existing Federal law No 255 that changed the logic and conditions of social allowances calculation for employees that are temporarily incapable to work because of illness, maternity or child care reasons. According to the adjustments, the new functionality is introduced to offer the possibility to configure such allowances calculation rules in the system according to new legislative requirements that includes the state minimum wage support. Additionally, the functionality supports new employee's average daily rate calculation mechanism based on a new kind of earnings source and based on the usage of a new time frame unit.

Validation of the application hotfix installation

To validate the installation of the application hotfix, open the SysHotfixManifest class in the Application Object Tree (AOT). Then, verify that there is a method whose name includes the Knowledge Base (KB) article number of the installed hotfix. Additionally, you can cross-check the affected objects by comparing the KBXXXXXX.txt file against the objects in the AOT. By doing this, you can make sure that the objects are changed correctly in the SYP layer or in the GLP layer.
