High CPU usage and window flickering after using Disk Management in Windows 7

Summary

After using the Disk Management feature in Computer Management, you may experience high CPU usage and notice some application window flickering. This behavior can be avoided by using Disk Management (diskmgmt.msc) without other Computer Management components running or by ensuring that no other applications are querying the disks on the PC. In addition, you should not experience this behavior if you close Disk Management or end the vds.exe process prior to launching other applications that query the disks.

You will likely experience this behavior after performing the following steps:
  1. Start Computer Management
  2. Select Disk Management and then wait until the disks are queried and enumerated
  3. Select Device Manager
