Server reboots unexpectedly during promotion to domain controller

Symptoms

While attempting to promote a server to a domain controller, the server unexpectedly reboots before completing the process. An entry similar to the following is written to the event log:

Alert: USER32 Event

Source: <full computer name>

Path:

Last modified by: System

Last modified time: <time>

Alert Description: The process wininit.exe has initiated the restart of computer on behalf of user for the following reason: No title for this reason could be found

Reason Code: 0x50006

Shutdown Type: restart

Comment: The system process 'C:\Windows\system32\lsass.exe' terminated unexpectedly with status code 255. The system will now shut down and restart.

Cause

The DC promotion process results in the configuration, starting, and stopping of several services. If those services are started during the course of the DC promotion process, this problem can arise.

Resolution

Ensure that no system services are started during the course of DC promotion. Services can be started by group policy settings enforced during an unexpected GPUPDATE, or by other applications.
