This article describes the Staff Accounting update for regulatory statistical forms to the State Committee of the Russian Federation on Statistics and for vacation cost writing-off deferrals rules in accounting and tax accounting in the year 2011 is available in Microsoft Dynamics AX 2009 Service Pack 1 (SP1) with the Eastern Europe GLS layer installed.
According to the State Committee of the Russian Federation on Statistics order 256 from July 20, 2010, new legislative requirements start from January 1, 2011.
According to the new legislative requirements, the new "Information about overdue salary arrears" monthly statutory form (3-F) is developed. This form enables you to inform the State Committee of the Russian Federation on Statistics about company's overdue salary arrears for the requested period when it is applicable. Additionally, this form can present information for the company to show separately information for working employees and resigned employees, for the current and for prior year.
According to the new legislative requirements, the existing "Information about employees' quantity, wages and turnover" statutory form (P-4) is adjusted. From January 1, 2011, this form must be submitted by each company on periodical basis, such as monthly, quarterly and yearly, to the respective regional representative's office of the State Committee of the Russian Federation on Statistics as a printable report. The respective functionality is developed in Microsoft Dynamics AX.
According to the Finance Ministry of the Russian Federation letter 03-03-06/1/288 from April 22, 2010, new legislative requirements start from January 1, 2011. According to the new legislative requirements, the new functionality is developed for suitable vacation cost bookkeeping. This functionality makes Microsoft Dynamics AX deferrals feature available for the Staff Accounting module and allows the vacation cost booking separately for the current period and the future period. For a vacation part in the current period, the vacation amount can be posted to the ledger account for costs in the current month. For a vacation part in the future months, the vacation amount can be posted to the ledger account for deferrals, and then, in the future months, will be written-off to the ledger account for costs. The bookkeeping rules can be separately configured for accounting and tax accounting purposes.
