A security group member still cannot modify a certificate template even if you delegate management control to the group in Windows Server 2008

Symptoms

Consider the following scenario:
  • You install the Active Directory Certificate Services role on a computer that is running Windows Server 2008.
  • You add a security group into a certificate template, and you delegate template management control to the group. For example, you grant Full Control permissions to the group.
  • You log on to the computer by using a user account that is a member of the security group.
  • You try to modify the certificate template.
In this scenario, you cannot modify the certificate template, and you receive an error message that resembles the following:
Windows cannot save changes to the certificate template. The security ID may not be assigned as the owner of this object.


Notes
  • The issue still occurs if you assign the group as the owner of the certificate template.
  • You can only modify the certificate template successfully when both of the following conditions are true:
    • You assign a user account to the ownership of the certificate template.
    • You log on to the computer by using the user account to modify the certificate template.

Cause

The issue occurs because only the owners of certificate templates can modify these templates in the Active Directory Certificate Services service, and these owners can only be user accounts instead of security groups.

Note The expected behavior is that any user accounts can modify certificates after the user accounts are granted sufficient access permissions.

Prerequisites

To apply this hotfix, you must be running Windows Server 2008.
