You cannot create an Authorization Manager SQL store in a SQL Server 2008 R2 database that has a case-sensitive collation in Windows Server 2008 R2, in Windows 7, in Windows Vista, or in Windows Server 2008

Note The authorization store that cannot be created because of this issue is in an intermediate state in the SQL database. After you install the hotfix, you cannot use the intermediate authorization store. You have to remove the failure authorization store from the SQL database and create a new authorization store.
