When you attempt to join a computer running Microsoft Exchange 2000 Server to an existing Exchange Server 5.5 site, you may receive the following error message:
Setup was unable to bind to the Exchange Server %S

This error message occurs when the account that is used to start Exchange 2000 Setup does not have the correct permissions for the target server's Exchange Server 5.5 directory.

Exchange 2000 Setup requires service account permissions at the Organization, Site, and Configuration levels for the Exchange Server 5.5 directory when joining a 5.5 site.

To work around this issue, place the Windows 2000 account that you are using to start Setup with service account permissions at the Organization, Site, and Configuration levels in the Exchange Server 5.5 directory.

To troubleshoot this issue, you can install the Microsoft Exchange Server 5.5 Administrator program on the future Exchange 2000 server and attempt to administer the target Exchange Server 5.5 computer by using the Administrator program. If you can start and run the Administrator program on the Exchange Server 5.5 computer, Exchange 2000 should install when you join it to the Exchange Server 5.5 site.
Make sure to remove the Exchange Server 5.5 Administrator program before you run Exchange 2000 Setup.
