0x80131500 error and IsaManagedCtrl does not start in Forefront TMG 2010 after you install Exchange 2010 SP1 if the Email Protection feature is enabled

Symptoms

Consider the following scenario:
  • You install Microsoft Forefront Threat Management Gateway (TMG) 2010 on a computer.
  • You enable the Email Protection feature in Forefront TMG 2010.
  • You install Microsoft Exchange Server 2010 Service Pack (SP1) on the computer.
In this scenario, the Microsoft Forefront TMG Managed Control (IsaManagedCtrl) service does not start, and you receive an instance of the 0x80131500 error.

Cause

This issue occurs because TMG depends on the anti-spam cmdlets that are removed by Exchange Server 2010 SP1. Therefore, TMG Managed Control service cannot start. 

The TMG Managed Control (IsaManagedCtrl) service uses the Get-AntispamUpdates cmdlets to generate snapshots of the Forefront Protection for Exchange (FPE) configuration. Additionally, the service uses the cmdlets to show the Update status on the Update Center Properties page of the Forefront TMG Management console.
