Cause

This behavior is by design. Installation makes the default location to be the same location as the Data folder under the sibling folder FTDATA.

HKey_Local_Machine\Software\Microsoft\Microsoft SQL Server\MSSQL.x\MSSQLServer\FullTextDefaultPath

More Information

SQL Server installation by default points the full-text catalog location to be at the following location, though your exact path may vary.

C:\Program Files\Microsoft SQL Server\MSSQL.x\MSSQL\FTData

Unless specified in the Create Fulltext Catalog statement, all full-text catalogs will be created in the default location.
