Error message when you run a WMI process in Host Integration Server 2009, in Biztalk Server 2009, or in Biztalk Server 2006 R2: "Unable to load because allocation of thread local storage failed"

Symptoms

When you run a Windows Management Instrumentation (WMI) process in Microsoft Host Integration Server 2009, in Microsoft Biztalk Server 2009, or in Biztalk Server 2006 R2, you may receive the following error message:
Unable to load because allocation of thread local storage failed.

Not enough storage is available to process this command.
Additionally, an entry may be logged in the event log that resembles the following:
Event Type:     Error
Event Source: COM+
Event Category: (98)
Event ID: 4791
Date: <date>
Time: <time>
User: N/A
Computer: <computer_name>
Description:
The COM+ Services DLL (comsvcs.dll) was unable to load because allocation of thread local storage failed.
Process Name: wmiprvse.exe
Error Code = 0x80070008 : Not enough storage is available to process this command.

Cause

This problem occurs because the SSOMapper method and the SSOConfigStore method call the TLSAlloc function without an associated TLSFree function.

Resolution

Hotfix information
