Windows Touch Pack for Windows 7 applications may fail to launch with a "Fatal error: Unable to configure 3D display driver..." message when trying to open multiple applications in rapid succession

Symptoms

Consider the following scenario:

-You have a touch enabled system running Windows 7 with the Microsoft Touchpack for Windows 7 installed.
-You attempt to launch multiple applications in rapid succession.

You may receive the following error "Fatal error: Unable to configure 3D display driver. Error may occur in the video driver or conflict application." and the application will fail to launch.

Cause

This has been confirmed to be an issue with the Microsoft Touchpack for Windows 7.

Do not launch multiple applications in rapid succession.
