The policy 'Administratively assigned offline files' is not applied when there is only a Computer Configuration policy and no Offline Files settings exists under user policy in Windows 7 or Windows Vista

Symptoms

Consider the following scenario:

You enable the Offline Files feature on a computer that is running Windows Server 2008 R2,Windows 7 or Windows Vista.

The administrator has configured Offline Files using Group Policy (Group Policy Object Editor,Computer Configuration, Administrative Templates, Network, Offline Files: Administratively assigned offline files) in Windows 2003 Active Directory environment.

Note the setting in machine based Group Policy Object

The GPO gets applied to WindowsVista or Windows 7.

Result: The offline setting is not enabled onWindows Vista or Windows 7 systemsand no network files and folders are getting pinned.

Cause

Offline Files Group Policy Object (GPO) extension is processed under the user's context

The policy Administratively assigned offline files isnot applied when there is only a Computer Configurationpolicy and no Offline Files settings exists under user policy.

Resolution

Method 1:

Configure Offline Files using the following Group Policy setting:

User Configuration, Administrative Templates, Network, Offline Files:Administratively assigned offline files

Note: This setting appears in both the Computer Configuration and User Configuration folders. If both settings are configured, the settings will be combined and all specified files will be available for offline use.

Method 2:

If you enter a dummy setting under user policy User Configuration for: Administratively assigned offline files, like\\dummy, then the setting under machine policy is actually applied, because both settings for machine and user policy are merged.

Administratively assigned offline files

This policy setting lists network files and folders that are always available for offline use. This ensures that the specified files and folders are available offline to users of the computer.

If you enable this policy setting, the files you enter are always available offline to users of the computer. To specify a file or folder, click Show. In the Show Contents dialog box in the Value Name column, type the fully qualified UNC path to the file or folder. Leave the Value column field blank.

If you disable this policy setting, the list of files or folders made always available offline (including those inherited from lower precedence GPOs) is deleted and no files or folders are made always available for offline use.

If you do not configure this policy setting, no files or folders are made always available for offline use.
