The COM+ Event System service and the Shell Hardware Detection service stay in starting state on a Windows Server 2003-based computer

Symptoms

After Reboot, COM+ Event System service and the Shell Hardware Detection service stay in starting state. You may see the following symptoms: 

The Shell Hardware Detection service stays in  Starting state
The Microsoft COM+ Event System service stays in  Starting state

Other Services that are configured to start with Local System Account do not start.
Network Services show started
Network Connections do not show any NIC Cards.

This issue can occur if DCOM is 'Down'.
You can check this by doing the following:

  1. Start - Run - DCOMCNFG
  2. Expand : Console Root - Component Services - Computers
  3. My Computers icon will show a red downward facing arrow.

Cause

This can occur if the DCOM Server Process Launcher service is not started. This service must be set to Automatic and be running.

Note: you cannot manually start this service. It must be set to Automatic and be started by the operating system.

Resolution

Change the Startup type to Automatic and Restart the server:

1. Open Services.msc

2. Double-click the DCOM Server Process Launcher service.

3. Set the Startup type to Automatic and click OK.

4. Restart the server.
