Why is the rate field missing in Time Card with Rate amount (TM.TEA.00) and Project Timesheet with Rate Amount (TM.PTA.00)?

Symptoms

You notice that there is not a rate field to available to input a rate when entering a Timecard in either Time Card with Rate amount (TM.TEA.00) or Project Timesheet with Rate Amount Entry (TM.PTA.00)

Cause

Then project employee id used to enter time is a salaried employee and their rate will not be shown in these screens.
