FP2000: Error Publishing Page with Send to Database Form Handler

Symptoms

When you save a form using the Send to database form handler in FrontPage 2000 and then publish the Web to a FrontPage 98 extended server, the following error message may appear in Internet Explorer:
FrontPage Error.
User: Please report details to this site webmaster. Webmaster: Please see the server's application event log for more details.

Cause

Some programs are sent as arguments to the server extensions on the Web server during the HTTP publish operation. Versions of FrontPage earlier than version 2000 do not understand the arguments they are sent and thus cannot properly expand the arguments; they also cannot create the application root that allows the data connections to be read.
