Summary

Win 2008 - Instead of the specified startup program, the whole desktop is started on a remote desktop connection.

 On a Windows 2008 server in Remote Admin Mode, users will be unable to launch an application in a terminal session by specifying the app path in the Remote Desktop Client or in "Terminal Services Configuration" - rdp-tcp - properties - environment. The application never launches and instead brings up the desktop.

This used to work on a win2k3 server.

More information

This does not work because of a design change in Windows Server 2008, in order to launch a single application the two conditions below must be met:

1. You must add the Terminal Services role to the machine (meaning it is set up in application server mode instead of remote administration)

2. The application must be explicitly allowed for RemoteApp access. KB 946410 gives the steps to do this. Or the Terminal Server can be configured to allow unlisted programs through group policy to run but this is not a recommended configuration.
