You may get "The group or resource is not in the correct state to perform the requested operation" when rebuilding system databases on a SQL Server 2005 virtual server


Symptoms

Consider the following scenario:

  • In a cluster environment you install either a default or named instance of SQL Server 2005.
  • You update this instance with either of the following for SQL Server 2005
    • Cumulative Package 13 (9.00.3325) or higher version for Service Pack 2
    • Service Pack 3 or any Cumulative Update package for Service Pack 3

In this scenario, if you rebuild system databases of the instance as per the instructions documented in Books Online, the setup process fails with the following message logged in Summary.txt file.

Error String    : The setup has encountered an error while Upgrading Components. The error: -2147019873
Error message: The group or resource is not in the correct state to perform the requested operation.
Error Number    : 29550

Cause

Resolution

You can use the following procedure to resolve the problem:

  1. On the cluster node where SQL Server is currently active, open Services applet and stop the SQL Server service for the instance  whose system databases are being rebuilt.
  2. In Cluster Administrator bring the SQL Server resource Online.
