New Internet Explorer Window Opens Partially Off the Screen

When you open a new window in Internet Explorer, the window may open at the edge of the screen. When this occurs, only a small section of the new window may be visible on the screen.

This behavior can occur if registry values for Internet Explorer are incorrect or damaged.
