To resolve this issue, rename the Msvcrt40.dll file located in the
Windows\System folder, and then extract a new copy of the Msvcrt40.dll
file from the Ie4mfc40.cab file located on your computer or your Internet
Explorer CD-ROM to the Windows\System folder.

NOTE: If you do not have the Ie4mfc40.cab file on your computer and you do
not have an Internet Explorer CD-ROM, connect to following Microsoft Web
site to download the Internet Explorer Setup files:
If you do not have access to the Web site, you can order Internet Explorer
4.01 on CD-ROM from Microsoft at (800) 360-7561.
NOTE: You may be required to restart the computer to an MS-DOS prompt to
rename the Msvcrt40.dll file if the file is in use by Windows. To do so,
use the following steps:
- Restart your computer. When you see the "Starting Windows 95" message,
press the F8 key, and then choose Safe Mode Command Prompt Only from
the Startup menu.
- At the command prompt, type the following lines, and then press ENTER
after each line:
cd\windows\system
ren msvcrt40.dll msvcrt40.old
- Restart your computer.
- Extract a new copy of the Msvcrt40.dll file from the Ie4mfc40.cab file
located on your computer or your Internet Explorer CD-ROM to the
Windows\System folder.
