FIX: Messages are received out of order in ordered delivery orchestration during dehydration or rehydration in BizTalk Server 2006 R2 or in BizTalk Server 2009

Symptoms

Consider the following scenario. You have a computer that is running Microsoft BizTalk Server 2006 R2 or in BizTalk Server 2009. You configure an ordered delivery BizTalk orchestration. To do this, you configure the orchestration to use a sequential convoy, and you set the Ordered Delivery property of the receive port of the orchestration to True. In this scenario, under the condition that the orchestration instance dehydrates or rehydrates, you find that the messages that are received by the orchestration are out of order.
