Can't enter accented characters that require dead keys in Internet Explorer 11

Symptoms

This issue occurs when you use certain keyboard layouts. For example, the Dutch (Belgium) keyboard layout can't produce characters such as the following, which require the AltGr key and the accent key (´):

é
í
ó
ú

Note
 This issue doesn't affect other programs, such as Notepad or Microsoft Word.

Resolution

To fix this issue, install the most recent cumulative security update for Internet Explorer. To do this, go to Microsoft Update. Additionally, see the technical information about the most recent cumulative security update for Internet Explorer.
