FIX: XML declaration of a message becomes unavailable in BizTalk Server 2010

Symptoms

When you enable Business Activity Monitoring (BAM) tracking in Microsoft BizTalk Server 2010, you discover that the XML declaration of a message no longer works.

Cause

This issue occurs after you install BizTalk Server 2010 Cumulative Update 7 (CU7) or Cumulative Update 8 (CU8). This issue also occurs in BizTalk Server 2010 RTM to CU5, and it's fixed in KB2689953  of CU6. Because of other changes in CU7, this issue was reintroduced in CU7.
