Loading indicator does not disappear when you play a video in Internet Explorer in Windows 8.1 or Windows Server 2012 R2

Symptoms

Assume that you play a video in Internet Explorer by using a HTML5 video player in Windows 8.1, Windows RT 8.1, or Windows Server 2012 R2. In this scenario, when you try to change the video speed by clicking the on-screen control in the HTML5 video player, a loading indicator pops up in the middle of the video and does not disappear.
