You cannot download a video from the Xbox Video app to a SD card or a USB disk in Windows

Symptoms

When you try to download a video from the Microsoft Xbox Video app directly to an additional SD card or a USB disk, the download process stops at 99 percent, returns to zero (0), and then starts to download again.

Cause

This issue occurs because the copy that is made from the main storage to the SD card or USB disk at the end of the download can be a lengthy process. (The process can require up to 10 minutes or more for a full movie.) In this case, the operating system cancels the task.

How to obtain this hotfix or update

To resolve this issue, we released the following hotfixes for Windows 8.1 and Windows Server 2012 R2. We also released an update rollup for Windows RT 8.1. Before you install one of these hotfixes, check the hotfix prerequisites

Update rollup for Windows RT 8.1

Hotfixes for Windows 8.1 and Windows Server 2012 R2

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.

If the hotfix is available for download, there is a "Hotfix Download Available" section at the top of this Knowledge Base article. If this section does not appear, contact Microsoft Customer Service and Support to obtain the hotfix.

Windows Server 2012 R2 and Windows 8.1 file information notes

Important Windows Server 2012 R2 hotfixes and Windows 8.1 hotfixes are included in the same packages. However, only "Windows 8.1" is listed on the Hotfix Request page. To request the hotfix package that applies to one or both operating systems, select the hotfix that is listed under "Windows 8.1" on the page.
