Outlook attachment is slow to open in Windows 8.1 or Windows Server 2012 R2

Symptoms

Consider the following scenario:
  • You have a computer that is running Windows 8.1, Windows RT 8.1, or Windows Server 2012 R2.
  • You try to open an attachment in Microsoft Outlook, and you use folder redirection to save the attachment to a specific folder. 
  • The network connection has a high level of latency.  
In this scenario, it takes a long time to open the file. For example, it may take more than 30 seconds to open a small text file.

Resolution
