Event 1043 when a RDP connection uses a Remote Desktop license server that is running non-English Windows Server 2012 R2

Symptoms

Consider the following scenario:
  • You configure a Remote Desktop license server that is running non-English Windows Server 2012 R2 and then install Remote Desktop Services client access licenses (RDS CALs) on the license server.
  • To restrict license allocation to specific Remote Desktop Session Host (RD Session Host) servers, you enable the following License server security group Group Policy setting:
    Computer Configuration\Administrative Templates\Windows Components\Remote Desktop Services\RD Licensing
  • RD Session Host servers are added to the RDS Endpoint Servers group.
  • You establish a RDP connection to the RD Session Host server that is in the RDS Endpoint Servers group.
In this scenario, a client computer may not obtain a temporary license, or be upgraded to a permanent license. Event 1043 is logged on the RD Session Host server. Additionally, the description of the event log resembles the following:

Resolution
