Windows crashes with Stop error when filter driver perform FltWriteFileEx function in Windows RT 8.1 or Windows 8.1

Symptoms

Assume that filter drivers runs on a Windows RT 8.1, Windows 8.1, or Windows Server 2012 R2-based Azure host. The filter driver performs a FltWriteFileEx function to write data to an open file without passing an optional Memory descriptor list (MDL). Then the Azure host crashes with a Stop error.
