Folder redirection stops working when multiple users log on to a Windows 8.1 or Windows Server 2012 R2-based computer

Symptoms

Consider the following scenario:

  • You install update rollup 2928424 on a Windows RT 8.1, Windows 8.1, or Windows Server 2012 R2-based computer.
  • You configure Merge mode under the User Group Policy loopback processing mode in the following Group Policy path:
    Computer Configuration\Administrative Templates\System\Group Policy
  • Multiple users try to log on to this computer.
In this scenario, policies that require synchronous application cannot be applied correctly. For example, a folder redirection policy is removed, and the files are instead redirected locally.
