Provider for Host Files incorrectly interprets COBOL-signed binary fields

Symptoms

Assume that you use the Provider for Host Files in Microsoft Host Integration Server 2013 to query a particular field under the following conditions:
  • In the Cobol book, the field is defined as PIC S9(4) COMP-4.
  • The field contains a negative value.
  • The field is mapped to a DataType of System.Decimal.

In this situation, the query returns an incorrect value in the form of a very large negative number.  

Note When the value is non-negative, the query works as expected.
