USB 2.1 device cannot be recognized when the BOS descriptor validation fails in Windows 8.1 and Windows Server 2012 R2

Symptoms

This issue occurs as you connect a USB 2.1 device to a USB 2.0 port or a USB 3.0 port on a computer that is running Windows 8.1, Windows RT 8.1, or Windows Server 2012 R2. The Binary Device Object Store (BOS) descriptor validation for the USB device fails.
