Error "I can’t seem to connect you to your meeting" when user dials in to Lync meeting in a Lync Server 2010 environment

Symptoms

A user tries to join a Microsoft Lync meeting by dialing in from a Public Switched Telephone Network (PSTN) telephone in a Lync Server 2010 environment. In this situation, the user cannot join the meeting and receives the following error message:
Sorry I can’t seem to connect you to your meeting right now, please try your call again later. Goodbye.

Additionally, the following event is logged on a Lync Server 2010 front-end server:

Cause

This issue occurs because Conferencing Attendant cannot transfer the dial-in caller to the meeting. This is caused by a failure activating the meeting from an idle state.

Resolution

To resolve this issue, install the following update:
2965175 Update 2965175 for Lync Server 2010, Conferencing Attendant: June 2014
