Symptoms

Assume that you start a game that uses Direct3D 9 on a computer that uses hybrid graphics and is running Windows RT 8.1, Windows 8.1, or Windows Server 2012 R2. Additionally, assume that the game runs on the discrete graphics processing unit (GPU). In this situation, this issue occurs. In addition, the cursor remains alive, and the audio still plays.

Note A computer that uses hybrid graphics has two GPUs. One is an integrated GPU that provides low power consumption, and the other is a discrete GPU that provides high graphics performance.
