The virtual machine freezes in "Turning Off" state during live migration in Windows 8.1 or Windows Server 2012 R2

Symptoms

Assume that you have a Hyper-V host that is running 64-bit Windows 8.1 or Windows Server 2012 R2. When you try to perform live migration to move the virtual machine to another Hyper-V host, the operation fails and the virtual machine freezes in "Turning Off" state.

Resolution
