Video glitch when you use a Wi-Fi adapter to play a Miracast stream in Windows 8.1 or Windows Server 2012 R2

Symptoms

This issue occurs on a multiprocessor computer that is running Windows 8.1 or Windows Server 2012 R2. When you play a Miracast stream through a wireless network connection, a video glitch may occur.
