You cannot obtain a developer license by using only the keyboard in Windows 8.1 or Windows Server 2012 R2

Symptoms

When you try to obtain a developer license through Microsoft Visual Studio or Windows PowerShell and you are asked to provide the Microsoft account credentials in the sign-in dialog box, you cannot use the Tab key on the keyboard to move to the Account or Password fields.
